Breaking News December 13, 2018: State Seeking Public Comments on Proposed Tunnel Agreements Until December 18

The public has until Tuesday, December 18, to comment on three proposed agreements relating to the newly formed Mackinac Straits Corridor Authority, which will oversee construction of a utility tunnel for Enbridge’s Line 5. The authority has also scheduled its first meeting at Little Bear East Arena in St. Ignace Wednesday, December 19, from 1 p.m. to 3 p.m. 

The first document is a proposed Third Agreement between the state and Enbridge. It supplements the previous two agreements Governor Rick Snyder, the Department of Natural Resources, and the Department of Environmental Quality have brokered with the oil company. The agreement requires Enbridge to build a tunnel beneath the Straits of Mackinac that can be used by multiple utilities. It also interprets the current 1953 easement between the state and Enbridge for the existing Line 5 and outlines financial assurances.

The second document is a proposed Tunnel Agreement that Gov. Snyder sent to the Mackinac Straits Corridor Authority Thursday, December 13. This agreement requires Enbridge to design, construct, operate, and maintain the tunnel. Once completed, the ownership would transfer to the authority.  

The third document is a proposed easement between the authority and Enbridge that allows the oil company to build the tunnel.
