The impasse began to crumble in 1969 with the Great Snowmobile Parade. By the winter of 1968-69, about 40 Islanders had bought snowmobiles, and in a coordinated demonstration of nonviolent civil disobedience, Mayor Otto "Bud" Emmons led Island snowmobilers eastward along Main Street onto park property in front of Marquette Park.
